If one is strictly adhering to Catholic doctrine, even masturbation is considered a sin let alone sexual activity.

Sex of any kind is wrong before marriage. I can tell you if you go too far with your girlfriend/boyfriend it would be very hard to stop. Premarital sex is premarital sex even if it is not intercourse.
