Wow, this is a loaded question, and I think one that is one of the many reasons people are turned off by Christianity. As a Christian, I believe very strongly in God’s love AND forgiveness. It all comes down to our attitude and how sincere we are in seeking that forgiveness and turning from our sin when we acknowledge that sin. Obviously some people don’t believe that either of these are wrong. I’m going with the assumption that you are directing this question to Christians, so I will answer as a Christian. Most Christians can acknowledge that sexual promiscuity is a sinful behavior, and the Bible does speak of our body being a temple of the Holy Spirit and to not indulge in any activity that would defile that temple (can’t quote the passage right now), so sexual promiscuity would fit that description. However, there are many many people who have a genuine mental illness with this and it is very very difficult for them to stop that activity, as much as they would like to. For those people, I have a huge amount of compassion. I’m not condoning this activity in any way, just being compassionate, just as I know that God is compassionate. It is the people who use sex as either a way of both controlling people and/or for extreme self-gratification that I have a problem with. These people don’t really care about anyone except themselves and they don’t care about the path of destruction that they leave in their wake, and those are the ones I think will have to stand before God in judgment. As far as masturbation goes, as long as it doesn’t become all-consuming to the point of almost overtaking everything someone does, I don’t really see a problem with it. God created us as sexual beings, and yes, the ideal is for it to be used within the context of a marriage between a man and a woman, and for those blessed enough to be in a marriage, that is all well and good. But what about those of us who — for whatever reason — do not have marriage as the outlet for those very normal sexual feelings? What are we supposed to do? Ignore those feelings? That only works for so long, and then you are faced with the possibility of acting on those urges in an inappropriate way with someone who is not your spouse. So, I personally believe that self-gratification can be a good and healthy thing, because it can help us from seeking that gratification from someone else and thus going outside the will of God for ourselves and our bodies. God gave us all of these wonderful feelings and emotions when he gave us our bodies, and they NEED an appropriate outlet. Ignoring it only goes so far. I strongly believe that if you try to instill guilt in someone for something that, to me, is a very natural urge, you will only make things worse for them, and quite possibly, make them either turn from God all together, or give them awful guilt feelings which they shouldn’t have for something that is a God-given feeling and need to be expressed. Quite simply, it has helped me deal with my singleness in a way that would be almost impossible to deal with otherwise, and I have absolutely no guilt about it whatsoever. My salvation, and thus my entry into Heaven, is assured.

I cant give a long answer here. To answer quickly, i would not encourag sexual sin (if you are religious or believe in god), but jesus said that all our sins forgiven, so it will not disqulify entry into heaven. That is dependent on jesus.
